Thomas Announces Intent to Establish Veterans Treatment Court

For Immediate Release:

Illinois Veterans and Servicemembers Court Treatment Act

With little fanfare and relatively unnoticed locally, the Governor signed an Amendment to the 2010 Illinois Veterans and Servicemembers Court Treatment Act last fall, which mandates all counties have an established “veterans court” by January 1, 2018.

Despite this mandate, very little has taken place to advance the purpose of this law.

Many of our veterans have seen and endured life-altering, unimaginable stresses and images that cannot be forgotten, all in defense of OUR families, Country and freedom.

The preamble of the Act reads: “The General Assembly recognizes that veterans and active, Reserve and National Guard servicemembers have provided or are currently providing an invaluable service to our country. In so doing, some may suffer the effects of, including but not limited to, post-traumatic stress disorder, traumatic brain injury, depression and may also suffer drug and alcohol dependency or addiction and co-occurring mental illness and substance abuse problems….”

The Act provides veterans courts can establish specialized mental health and treatment programs, together with peer counseling and support. Mentors, including other veterans in our community, can serve as court-appointed mentors to provide additional support to the veteran and the veteran’s family. Inter-agency support, including the VA, job training, and counseling will all work together to provide the veteran with comprehensive treatment and reduced recidivism.

Successful completion of the program allows the veteran to have the charges dismissed against him without having a conviction on his/her record. This allows the veteran to obtain and/or maintain employment which may not be possible with a criminal conviction.

Crimes of violence and non-probationable offenses are excluded from eligibility.

As resident judge, implementation of this program would be a top priority and passion for me. I cannot think of a worthier group of men and women to receive our assistance to protect and reestablish their lives, when they have already done so for each of us. The factors contributing to their situation are unique and so must their treatment.

Intergovernmental Agreements to pool resources of Counties in the same circuit appear permissible under the Act, so the veterans court can cover more than one county. This will allow for cost-sharing and better economies of scale.

As with any program of this magnitude, the Court would need help from local agencies, veterans, treatment providers, and citizens to ensure the needs of our veterans are being met successfully.

Furthermore, guidance from nearby Sangamon County can be sought, where State’s Attorney John Milhiser, Judge Ryan Cadigan, and Judge Pete Cavanaugh have all worked to implement a successful veterans court and drug court.
We can scale established models with modification to fit our community’s needs so this may be up and going without unnecessary delay.

Primary on March 20, 2018

While my race in tomorrow's primary is uncontested, I would still like to take this opportunity to thank all of the wonderful people who have supported my campaign thus far.  I have been encouraged to learn many of you believe that qualifications and experience mean more than political party designation.

With our State's closed primary system, we are forced to declare our political party affiliation in order to vote in the primary.  I recognize this can be a bit disconcerting to some folks.  While I would appreciate your vote tomorrow, it is more important we remain focused on the general election on November 6th.  

I will continue providing you with information about my experience and qualifications over the next 7 1/2 months.  There is a significant difference in the quality and quantity of experience between the candidates. I kindly ask you to continue considering this as we head into the general election in November.

Thomas Campaign Wagon Rolls into the Primary

Lighter news....

Despite no opposition in tomorrow's primary, the Thomas Campaign Wagon has been out and about the last several days. Designed by Grant, Vivian, Ivana & Lucy, the wagon is used to transport literature and the occasionally tired, little canvasser.  

The Thomas children frequently view this site and will be excited to see their creation in the latest campaign "news".

Thomas Receives Warm Welcome from Pro-2nd Amendment Group

Guns Save Life, a grassroots pro-2nd Amendment group warmly welcomed Luke at their February's monthly meeting as featured in the March edition in their monthly newspaper, Gun News.  The newspaper has a monthly circulation of 20,000+ people and growing. They reporting on candidates, laws, and other important news.

Thomas Receives Admission to United States Supreme Court

For Immediate Release:

Luke Thomas received admission to the United States Supreme Court Bar on November 27, 2017.

Thomas remarked: “Joining the rolls which includes our Country’s greatest legal scholars, past and present, is a very humbling honor.”

Thomas was sponsored for admission after demonstrating his legal qualifications and years of experience.

Supreme Court Bar members, Alicia Ruiz and Judith Ray, moved the Court for Thomas’s admission, assuring the Court Thomas possessed the moral and professional character worthy of admission.

Thomas stated he was very grateful Alicia and Judith believed in him enough to sponsor his admission.

Thomas added: “My dad, a union pipefitter, probably would have never imagined his son would some day be admitted to the United States Supreme Court. I'm sure he would be very proud if he were here today.”

Thomas receives NRA Outstanding Leadership Award

On January 23, 2018, Luke Thomas received the Outstanding Leadership Award from the National Rifle Association.  Luke has dedicated countless hours and effort at promoting and preserving our God-given right to protect our families and Country from those who may be intent on doing either of them harm.

"The National Rifle Association is the preeminent Constitutional rights group in our Country.  Like millions of patriotic Americans, I am proud to say--'I am the NRA.'"

Attorney Thomas forces Contractor and Insurer to pay District $325,000.00

After nearly a year of litigation and on the eve of trial, Beardstown Sanitary District secured settlement against its former contractor and bonding company in the amount of $325,000.00 for refusing to perform under a public works contract.

Attorney Thomas tried to resolve the matter last December, but when the contractor and insurer refused to perform, he prepared a two-count complaint and promptly filed suit on behalf of the District.

Over the ensuing months, Attorney Thomas prepared  the case for trial. The District's Superintendent, Board, and engineers worked hard to assist Attorney Thomas to present the District's case to the Court.

It is the same hard work and legal ability Luke would bring to the bench as Cass County's next Resident Judge.

Thomas Receives Order of Merit from President

Press Release, September 29, 2017:

Luke Thomas received the Order of Merit from President Trump, Vice President Pence, and RNC Chairwoman Ronna McDaniel for his commitment, service and loyalty to the United States of America.  As a strong supporter of Constitutional principles and limited government, Luke stated he is "very humbled and proud to receive this recognition."
